This notion has been around for years. I can recall attending the National Conference on the Urban Environment in New York City in 1975, and the Urban Environment Conference in Detroit in 1978, which focused on issues of pollution in the central cities. 

 

Much legal activity occurred, both before and after the 1991 Summit, aimed at establishing environmental justice as an enforceable right. This litigation was almost invariably unsuccessful in court (though not necessarily politically), because the plaintiffs were unable to prove that there had been intentional discrimination, which seemed to be a prerequisite.
