In the Stilwell Commission’s 1985 report, Keeping the Nation’s Secrets, concern was expressed over the expansion in announced undercover work cases during the 1980s and the need for research data on surveillance and faculty security that may have guided theCommission’s consultations. The Defense Personnel Security Research and EducationCenter (PERSEREC) was initiated to give strategy producers such as exploration data.
