On 19 March 1985 the Chief Justice and Attorney General alluded to the Law Reform Commission the subject of “Bail in Criminal Proceedings” under the accompanying terms of reference: –
(1) To consider whether any adjustments in the law are attractive and to make recommendations in connection thereto;
(2) To get ready and propose a complete and unequivocal proclamation of the entire of the law, if conceivable in one independent code;
(3) To fuse into the proposed code any proposed changes in the law.
1.2 The sub-advisory group In April 1985 a Sub-Committee was delegated to think about the issue, under the chairmanship of the Honorable Mr. Justice Liu, a Judge of the High Court of Hong Kong. The other Sub-Committee individuals were:-

In September 1988, the Sub-Committee presented its draft report to the Commission for a starter thought of its 63rd gathering. In December 1988, the Sub-Committee presented its last report to the Commission which thought about the subject at its 65th and 66th gatherings.
