Not long after the September 11, 2001, psychological oppressor assaults on the UnitedStates, Air Force Chief of Staff General John Jumper requested that the RANDCorporation direct an examination entitled “Thinking StrategicallyAbout Combating Terrorism.” The yearlong venture was separated into four research errands, each endeavor unique yet complementary aspects of the counterterrorism problem:•Threat evaluation—recognizing the character and limits of the threat•The universal measurement—surveying the effect of the coalition and other global on-screen characters on U.S. options•Strategy—structuring an all-encompassing counterterrorism approach•Implications for the Air Force—recognizing promising applications of air and space power.The research for this report was directed as a major aspect of the principal task on threat evaluation.
