Every year, in the first part of the day on December 28, a military honor guard carrying the American banner presents a wreath that bears the words”The President.” Accompanying the ceremonial group are individuals from the clergy, who convey a cross and state a supplication. The church is present because the wreath-laying function happens before a burial chamber in the Washington National Cathedral.
